buildStreaming

Builds and returns a streaming markdown parser.

This method constructs a MarkdownStreamingParser instance using the configuration setup in the current MarkdownParserBuilder. The streaming parser processes markdown text by consuming chunks of input and invoking the appropriate registered handlers for headers, bullet points, code blocks, and other elements, as defined in the builder.
