Health status for AgentCore ping responses.

HEALTHY — Agent is ready, no background tasks. Runtime may scale down if idle.
HEALTHY_BUSY — Agent is healthy but actively processing. Runtime keeps agent alive.
UNHEALTHY — Agent has issues. Runtime may restart or replace agent.
